Vaporeon is using the move "water pulse," and if you've seen that move being used in the anime then you would know that the pokemon creates an orb of water, which summons many waves to attack the opponent.
Also, you know how if you go into the water with your clothes on then they stick to you? Yeah... that's why her dress is skin-tight on her. >.o; Sorry if this causes a problem for some of you.

I like how you made her white neck thing into the top of the dress and not have it round her neck (like most people tend to draw a human vaporeon) It looks amazing
